This came up at a wargamer board I am a member of. Which if any Presidents did not use military force during their Presidency? So that means war does not have to be declared just that military action took place during their term.

That is what I guesed. I figured Washington may have been early enough to preclude the Indian campaigns. However that is wrong. There were some Indian campaigns and the Whiskey Rebelion in Pennsylvania. en.wikipedia.org/wiki/Military_history_of_the_United_StatesAlso we had Navy gunboats patrolling the Yangtzee river in China from roughly the 1880s up to I think WWII I know the US Navy history page says that in the creation of the campaign ribbon in 1927 they had been on station for roughly 50 years. So it looks like the answer is none.
