It's not free but they do uplaod larger pictures although they warn you it will take a long time to upload with a dialup connection at large sizes and tell you how to reduce the size.

I use Sony Imagestation to host my pics. Its free, very easy to use, and lets you host a ton of pics.

Another thing you can do is edit the picture. It shoudnt take much cropping to knock it down to 250K. If your not sure how to do it just send me the pic and I'll adjust it for you.
