www.igfa.org/BookRule2004.pdf H.10 under "The following situation will disqualify a catch" 10. INTENTIONALLY foul-hooking a fish So this guy was casting to a bedding fish, the fish struck at the lure and he set the hook. That's not intentionally foul-hooking a fish. He has at least one witness in the boat that attests to that, and claims there were others on a nearby dock that saw the whole thing. So in short if he'd kept the fish, got it weighed on a certified scale, and it did indeed meet the weight of 25.1lbs, he would be the new record holder.

How could you catch the *potential* WORLD RECORD and NOT get a certified weigh in? He would have been a millionaire before he got back to the house.

That would be disheartening to know you caught a fish that big but couldn't qualify it as a world record because you foul hooked it. If I ever caught a fish that size, I'd definately get it officially weighed.
